Denver Judge Benjamin Barr Lindsey often is credited with generating the first interest in juvenile law in Colorado. Under the authority of the School Law, Lindsey held that a child under 16 years of age who had committed a criminal act would be charged with improper conduct. He or she could be prosecuted as a juvenile disorderly person rather than as a criminal under the general statutes. Lindsey’s commitment to the cause of children and the law appeared to come from a sudden realization that the law should treat children differently from adults.
